Standing up straight, I can fit my whole hand flat against my back in the space between the top of the harness and the bottom of the back float panel of the vest. Probably four inches or so of clearance.

What about the front? That's where I see the biggest problem.

No problem in front. The bottom of the plastic buckle at the bottom front of the PFD is about an inch above the top of the front of my harness. No overlap at all. The Clearwater has adjustable shoulder straps, so you can move the floatation panels a little bit higher if you need to.
