I wonder if this is somehow related to revival of runway expansion plan?

How are the water conditions around it? I have been eyeing it and wondering if there would be any juicy flat water spots in its lee...
Other than that, I have been wondering what it is there for as well.

I asked David Lewis of "Save the Bay" on Facebook:
David wrote: "They are adjusting the safety apron at the end of the runway -- it's minor, needed and permitted. Thanks for your eagle eyes!"

Thanks, Kirk!
sunchips, there was flat water in lee of that thing, but the wind there is seriously messed up. There was nice swell around it, though.
