Did anyone mention Maui?

My second choice would be Maui.

If you don't like the 1st two choices try the north shore of Maui!

Bonaire is much better than Aruba for beginners. Bonaire has onshore wind in enclosed Lac Bay. Aruba has gustier off-shore wind.

Baja, while great fun, also doesn't compare to Bonaire for beginners.

Maui? In the winter? Naa.
Very little wind, the trades are rare, but you might get lucky with a Kona, but winter is the time for waves, not much wind, but waves.
It's standup season, and tow in season, like this last year which was one of the most epic ever.

SE Baja gets plenty big wind swell, i've seen some big chop out there, great bump and jump conditions. After "El Norte" blows for a few days, you can get 1,000 miles worth of fetch and some good size rolling swells.
I would say it's not a good place for beginners but of course there will be some days that will be more beginner friendly, but if it blows 25 every day for a week it would not be good for your friend.
