As part of a larger $12 million HIV study by UCLA researchers, a grant using $823,200 in federal stimulus money was spent on examining "the feasibility and acceptability of a post-coital male genital hygiene procedure, which participants will be asked to practice immediately post-coitus or at least 12 hours after" among uncircumsized men in Orange Farm, South Africa.

The genital-washing portion of the experiment will be completed in 2011, after which another study will be launched to discover whether or not the "penile cleansing procedure" works to prevent HIV transmission.

“If we find that men are able to practice consistent washing practices after sex, we will plan to test whether this might protect men from becoming HIV infected in a later study,” the grant says.

And to think, for all this time, we thought that federal stimulus money was being frittered away on useless projects. Hahahaha -- guess we were wrong about that!

A useless project? How can you say that with a straight face? Conservative estimates state that somewhat over 10% of the entire population of South Africa is HIV positive. Infection rates as high as 75% (that's not a typo) may exist for men aged 30-24.

The drain on South Africa's economy, let alone the tragic impact on individuals and families, would justify this study. What if the study determines that such practice could reduce transmission rates by a few %? Would that change your mind?

Our American"stimulus" tax dollars going to genital washing research in South Africa? That helps stimulate the American economy? WTF?

Africans enjoy anal sex. It's one of the reasons Aids has spread so fast on the continent of Africa. But....why wouldn't American stimulus money be better spent in America, educating Americans to become American Doctors, finding cures?

It doesn't take government funding to know that after you just bungholed a chick on the first date that you'd better run to the shower and scrub your Johnson.

Are you really like this or is it just an act? Spending money for US employment (what this study clearly entails) is stimulating the economy. That the study may benefit people in addition to Americans is besides the point, in logic and in practical terms. Do you not think that Americans would take benefit from any improvement in HIV prevention, even if initial testing is performed on non-Americans?

There is much we thought we knew about HIV/AIDS two decades ago that we now realize was hogwash.

All the rest of your statement is racist and deserves no comment.

AIDS RISK IN AFRICA
VASTLY DIFFERENT FROM WESTERN COUNTRIES OR THE U.S.
The CDC has stated the African AIDs situation has no relevance to most of the rest of the world. The dynamics are just totally different.

In much of rural Africa, male/female anal sex is practiced more than vaginal sex because of the mutilating type of cliteredectomies performed on young girls. They are sometime sewn up so tightly as to restrict menstrual flow, and if they ever succeed in becoming pregnant, must be cut open to deliver the baby. Because of this, anal sex is more prevalent. And if vaginal sex is attempted, there is much abrasion and bleeding, both conditions which are common in anal sex and the means by which AIDS is most easily spread.

Prostitute studies in other areas, especially the sex capitals of Asia show prostitution is not spreading HIV to the millions of male customers. This also shows the low risk of female to male heterosexual transfer. Clearly prostitution has never been a vector for HIV in the U.S. or other Western countries. Absent STD sores on the penis, it is very very difficult to transfer HIV female to male via sex.

In Africa there are all sorts of rituals (circumcision, excision, scarification, body piercing, and others) that use very unsanitary conditions with cutting tools used on many people without any cleaning. Whole generations of boys and girls can be contaminated by a single knife. in a village. Men have ornaments in their penis creating open sores and STD's are extremely common. HIV is easily spread when you have open STD sores which is common in Africa.

In Africa, a phenomenal amount of HIV is transferred by hospitals who don't have funds to check for HIV for blood transfusions. Most African hospitals reuse syringes till they are so dull they won't puncture skin. Most African hospitals don't have the funds for autoclaves to sterilize surgical instruments to western standards.

African Prostitutes and other women commonly use various methods to "dry out" their vaginas (sometimes with detergent) to increase friction during intercourse, which also then increases the risk for abrasions and HIV infection.

Also Africa has a very high rate of TB which has been shown to be closely associated with potentially developing AIDS.

You know Bard, you brought up the issue of money being spent in Africa on a US stimulus funded UCLA project. Seemingly you're upset with UCLA receiving some money to focus on HIV/AIDS problems in Africa.

Aren't you getting a bit off the top, or maybe, you think that Africa shouldn't count in our world?

Or more likely, it's really about your soon to be growing tax liability, and an unhappiness with the Obama Administration.

Please. When you write crude and intentionally derogatory comments about the residents of an entire continent of which the vast majority are of a particular skin color (the traditional definition of race in our country) you ought not be surprised when someone labels them racist.

In all fairness to you, Steven, perhaps you are no more a racist than I am, and I don't consider myself one. But when you toss out bombs like that in response to my reasoned reply to you, I can't see any other way to describe your comments, however tongue in cheek you might now say they were intended. Just remember that you wrote them.

Citing the facts in a CDC study becomes racist? This is why nothing logical is getting done in congress.

I assure you that the vast majority of Americans thought the stimulus would be wisely spent on manufacturing jobs, banks, infrastructure, unemployment insurance hospitals etcettera.

The sad fact is that Americas debt, for the 1st time in history totals more than all the money in the world, in all currencies. (M1,M2,M3) It is so sad that some of you guys don't get it......we can't afford frivolous fiddling while Rome burns.
